China’s Central Cyberspace Affairs Commission released the Action Plan for Promoting High-Quality Development of Cyberspace Enterprises (2026–2030) around August 21, 2026. The plan positions network information technology enterprises, those driven by network information technology and centered on cybersecurity and informatization, as key forces for building China into a cyber powerhouse, cultivating new quality productive forces, and boosting international competitiveness.

By 2030 the plan seeks markedly stronger overall competitiveness, significant gains in technological innovation capacity, product strength and service competitiveness, a more optimized industrial ecosystem, a stronger institutional framework for safe and orderly growth, and a more prominent role for these firms in high-quality economic and social development. Quantum science and technology (量子科技) is explicitly included among frontier technologies.

Core and Frontier Technology Focus

The plan directs intensified efforts on breakthroughs in key core technologies, including high-end chips, basic and industrial software, network communications, cybersecurity and data security. It calls for advancement of frontier technologies, listing quantum science and technology, blockchain, brain-computer interfaces, digital twins and next-generation displays.

Enterprises are guided to strengthen basic research, pursue integration and market-oriented application of next-generation network information technologies, and accelerate commercialization of results through university-enterprise-research collaboration and priority intellectual property review channels.

Separate emphasis is placed on artificial intelligence, with support for high-end AI chips, improved performance of large language models and multimodal or world models, agentic AI, embodied intelligence, high-performance training clusters and open-source participation. The provision also comes as China pursues broader quantum-technology development during the 15th Five-Year Plan period.

Enterprise Cultivation and Ecosystem Goals

The plan follows principles of parallel encouragement and standardized development, combining policy guidance with legal management and balancing economic and social benefits.

It sets out seven broad actions and 21 specific measures. These cover enterprise cultivation and services with categorized support for ecological-dominant, industry-leading and high-growth innovative firms; innovation capacity building; industrial empowerment and upgrading that includes manufacturing digitalization, digital villages and green development; overseas expansion with orderly going-out support and service systems; safe and orderly development; business environment optimization; and guarantees for key inputs including finance, data and talent.

China Daily reporting confirms the focus on making cyberspace enterprises a significant driver of high-quality social and economic development while ensuring orderly growth. The official text and related Q&A from the commission underscore monitoring mechanisms, policy assessment and coordinated implementation across departments.

Bottom Line

The plan identifies quantum technology as a frontier technology for cyberspace enterprises through 2030 without dedicated funding or technical milestones.
