Quantum Computing Weekly Round-Up: Week Ending August 29, 2026

Quantum Computing Weekly Round-Up closes August with a Nasdaq listing, a landmark laboratory buy, a $290 million NSF refresh, and a Treasury task force that just made post-quantum migration a finance workstream. Pasqal walks onto a U.S. exchange with hundreds of millions in cash. IBM swallows HRL. Q-CTRL steers a ship without GPS. Skip the links and Monday will feel like you slept through the meeting.

Nasdaq Firepower and Deal Flow

Pasqal is a public company as of this week. The French neutral-atom builder closed its Bleichroeder combination and arrives on Nasdaq with about €309 million ($360 million) in cash under PSQL and PSQLW. The Pasqal Nasdaq close funds manufacturing, cloud software, and the fault-tolerant roadmap. CFO Stéphane Rougeot called it firepower. CEO Wasiq Bokhari called listing an acceleration point, not a finish line.

IBM did not wait for a ticker tape. On August 26 the company completed the HRL buy, folding silicon-spin qubits and quantum sensing into the Starling and Blue Jay roadmap. Boeing and GM stay as partners. Terms stayed private. The strategic message did not.

IonQ kept moving capital. The company added two directors, seating financier Dr. Eric Ball and former SkyWater chairman Timothy Baxter. The same week the FTC dropped SkyWater review of the $1.8 billion foundry deal after a deadlock left no path to block it. In Paris, ColibriTD closed a €4M seed led by Earlybird for hardware-agnostic multiphysics simulation.

Washington and Brussels Open the Vault

The National Science Foundation put more than $290 million behind eight Quantum Leap Challenge Institutes, three new and five renewed, spanning 36 institutions in 19 states. The NSF $290 million push funds fault tolerance, hybrid networks, superconducting manufacturing, error correction, biosensing, and robust simulation. Yale leads PRACTIQAL with a Yale $37.5 million grant aimed at self-correcting machines that industry can actually run.

Two flagship institutes got explicit five-year extensions. The QuBBE and HQAN renewals keep Chicago-led quantum biosensing and Illinois-led modular networks funded at $37.5 million each. Across the Atlantic, EuroHPC JU dropped six calls totaling €119M covering trapped-ion, superconducting, and neutral-atom platforms plus QKD, testbeds, and pilot lines. Applications close November 17.

Q-Day Moves Onto the CIO Calendar

The tone shift is no longer subtle. A Forbes CIO deadline piece frames quantum cyberattacks as a calendar item, not a research seminar. Treasury stood up a Quantum-Readiness Task Force with workstreams for sector alignment, vendor readiness, and digital-asset risk. Banks that finish their own migrations still sit on vendor stacks that have not. Treasury targeting vendors is the sentence every CISO should tape to a monitor.

GSA is now the federal choreographer. The GSA quantum-resistant plan modernizes FICAM under OMB M-26-15 and expands FIPS 201 testing for quantum-resistant physical access. The federal credential upgrade has started. Large U.S. banks are shielding consumer passwords while Graphiant extends NaaS with PQC so the network layer stops pretending harvest-now-decrypt-later is a thought experiment.

Guidance is catching up to the panic. Infosecurity Magazine covered new quantum-safe verification guidance. PQShield walked through Singapore CSA migration with CII plans due March 2027 and full cutover by 2031. QuSecure took a gold award for PQC. Cloudflare Connect 2026 will run dedicated Q-Day sessions. Calling this theoretical is now the risk.

Sensors That Navigate Without GPS

Q-CTRL ran the world’s first GPS-free quantum gravimetric navigation trial at sea. In the Coral Sea the company demonstrated maritime quantum nav to about one nautical mile using Ironstone Opal and Earth’s own gravity map. GPS jamming is no longer a briefing slide. It is a shipping statistic.

Infleqtion collected a $20 million NASA follow-on for the Quantum Gravity Gradiometer Pathfinder, taking the program to $40 million with a 2030 low-Earth-orbit shot. SuperQ, the only Canadian tech firm in the room, joined a live U.S. exercise at Texas A&M, posting sub-60-second re-tasking and post-quantum comms in a contested extraction. NIST supersized photon detectors with superconducting rails that cut dark counts by a billion.

Photons, Orbits and an 18-Kilometer Handshake

IonQ’s Skyloom terminals hit 84 on-orbit installations after the latest Falcon 9 ride for the Space Development Agency Transport Layer. That is an operational lasercomm fleet, not a prototype count.

On the ground, ThinkQuantum and the University of Padua ran 18 km free-space QKD from Monte Grande into urban Padova, minting keys at up to 1 kbit/s with errors under 1 percent. Strathclyde’s AL FreSQO memory project puts €2 million into cold-atom memories for free-space repeaters. Japan’s IMS switched on Shunkai, a full-stack machine, the country’s first operational neutral-atom computer, pointed at a 10,000-qubit Moonshot by 2031.

Neutral Atoms Go Public and Go East

Pasqal did not stop at Nasdaq. With Eleven Ventures it formed a Saudi-MENA joint venture to plant systems across the Kingdom and the wider region. Prince Abdulaziz Bin Turki Bin Talal chairs Pasqal Arabia. A Saudi ministerial delegation walked the French headquarters during the state visit.

Beijing put quantum on a planning document with teeth. China’s Cyberspace Administration named quantum in the 2026-2030 plan as a frontier target for cyberspace firms. India answered with hardware you can invoice. C-DOT unveiled 14 quantum-secure products for a 2029 critical-sector mandate and 2033 national migration. The Midwest quantum expansion now ties eight campuses, with Purdue hosting Entanglement and Ohio State in the newest chair.

Codes That Shrink the Overhead

Photonic Inc. put SHYPS QLDPC logic in Nature Communications research and showed simulated blocks using two to 3.5 times fewer qubits than comparable surface codes, with Clifford logic that does not grow with distance.

Harvard dressed a diamond spin with phonons and tripled qubit coherence by making a silicon-vacancy spin less allergic to low-frequency noise. APS Physics reviewed new estimates under quantum hacking coming sooner, putting elliptic-curve breaks near 500,000 superconducting qubits and minutes. Interesting Engineering covered self-correcting faster machines that treat error repair as a native habit.

Chains and Tokens Start Hardening

Ethereum authors floated EIP-8394 quantum-resistant staking so validators can move $104 billion in staked ETH off BLS toward Dilithium or SPHINCS+. StarkWare showed a quantum-proof Bitcoin transfer of 3.1 BTC by grinding signatures to hide public keys. It is a stopgap. Protocol upgrades remain the work.

The same week a bank-and-regulator cross-regional PQC pilot started rehearsing the migration Treasury just made official. Read the APS estimate next to the Ethereum proposal and “we have time” starts sounding like a risk memo.
