Utah enters the field with established university research strengths in quantum sensing, photonics, and quantum materials, supported by high-performance computing infrastructure which can support quantum simulation and hybrid classical-quantum approaches. The state also maintains an established semiconductor, electronics, and advanced manufacturing sector could support production and integration of specialized quantum hardware. The initiative is designed to connect these research assets with industries in which Utah already has significant expertise, including aerospace and defense. Hill Air Force Base and Dugway Proving Ground, along with Utah’s broader defense ecosystem, provide potential pathways for testing or deploying quantum sensing, timing, and communications technologies. Utah’s life-sciences and biotechnology sector could also benefit from advances in quantum computing for potential applications such as molecular simulation and drug discovery.
These efforts are aligned with the federal strategy outlined in Executive Order 14413, “Ushering in the Next Frontier of Quantum Innovation,” signed by President Donald J. Trump on June 22, 2026. That order directs agencies to accelerate development and commercialization of quantum computing, sensing, and networking while strengthening domestic supply chains and the quantum workforce.
Commercialization and Workforce Coordination
The Utah Quantum Initiative sets out a coordinated set of priorities intended to convert existing research and industrial capacity into commercial activity, a skilled workforce, and stronger positioning for federal programs:

• Build a quantum-ready workforce through education pathways and apprenticeships
• Accelerate commercialization and support quantum-enabled companies and pilot projects

• Increase public understanding of quantum technology and Utah’s role

No later than March 30, 2027, the Quantum Coordination Council is required to complete a statewide quantum landscape report mapping Utah’s research infrastructure, manufacturing capacity, and workforce assets, and to submit the report to the Governor and the Economic Development and Workforce Services Interim Committee. The executive order takes effect immediately and remains in effect through December 31, 2028. Jefferson Moss, executive director of the Governor’s Office of Economic Opportunity, noted Utah already possesses many of the necessary pieces and that the initiative’s role is to connect researchers, manufacturers, entrepreneurs, investors, and the workforce around a common strategy.
