The operator will also be required to meet defined service-level objectives covering deployment timelines, operational milestones, performance standards, and rapid resolution of critical failures. Full establishment must occur within 18 months of approval, with R&D services, including hardware access, cloud-based offerings, and algorithm evaluation, beginning no later than month 12.

By concentrating evaluation, integration, and application-development resources in one national facility, the program aims to shorten development cycles for Israeli industry and accelerate the translation of research into competitive capabilities.
