Quantum Computing Wrap-Up for September 29, 2026. The Qubit Report Staff analyzed, sorted, and synthesized this quantum computing news wrap-up. Quantum eMotion signed a proposed plan of arrangement to buy Plurilock for about C$33.8 million. AQT joined Germany’s €122 million NFQC-1k push toward 1,000 physical qubits and 50 logical ones. Albuquerque opened the 35,000-square-foot Roadrunner Quantum Lab to its first twelve tenants. Xanadu and Bluefors sketched a compact cryomodule aimed at single-photon detectors near 2 kelvin. Cloudflare shipped IPsec downgrade protection and a Merkle Tree certificate authority plan on the same calendar as Macao’s QKD-bearing IP network. Miss a link and you brief last week’s stack.

Share Swaps and Public Checkbooks

The deal desk did not take Tuesday off. Quantum eMotion and Plurilock announced a proposed C$33.8 million buy under a British Columbia plan of arrangement, about 30 percent cash and 70 percent QeM stock, at a stated 100 percent premium to Plurilock’s 20-day VWAP. The agreement is dated September 28. Closing still needs a shareholder vote, court blessing, and exchange approvals. QeM wants Plurilock’s government and NATO delivery bench next to its own quantum entropy and FIPS-track modules. Francis Bellido stays CEO. Ian L. Paterson is slated as EVP of cybersecurity.

On the public side, AQT Germany joined the €122 million NFQC-1k consortium led by QUDORA with TU Braunschweig, Leibniz University Hannover, PTB, NXP Germany, and Jülich. The five-year brief is a demonstrator with at least 1,000 physical qubits, 50 logical qubits, and a logical gate error below 0.01 percent.

UCLA is still running the SoCal Quantum Alliance on a $9.7 million state check from California Jobs First, announced August 26. CDT flagged Sarborg’s quantum IP for disease-gene sampling and a cap-table claim of about $709 million fully diluted. RBC named Dr. Elizabeth Iwasawa director of quantum and tied the seat to Waterloo and Toronto pacts. Canadian deal: proposed. German machine: funded demonstrator. California money: already in the hopper.

Thick Floors and Colder Rooms

New Mexico stopped shipping every test part out of state. Roadrunner Venture Studios and the state opened the Roadrunner Quantum Lab in Albuquerque’s Innovation District: 35,000 square feet, dilution refrigerators, a multi-node network, and floors poured for a QPU. The state put $25 million behind the studio and lab and cites more than $450 million across its wider quantum push. Early names include IonQ, Diraq, QuEra, Mesa Quantum, and Quantum Machines.

Sandia and Los Alamos will jointly run a Quantum Demonstration Facility. QuEra already parked a $4 million testbed in the building. Xanadu and Bluefors announced a multi-million cryo pact for a compact module aimed at superconducting nanowire detectors near 2 kelvin. Weedbrook’s line: utility-scale photonic halls should not need a warehouse cryoplant.

Zero Point Cryogenics shipped a redesigned Model I with 250 mm sample space, up from 150 mm, and tabletop swaps. SkyWater argued that quantum manufacturing wins will belong to shops that co-develop process flows now. The Bloomington punchline: this era is being industrialized in the fab.

Fault Tolerance Is Still a Team Sport

Nobody shipped a fault-tolerant machine today. Infleqtion and Riverlane signed a UK error-correction MOU to test Deltaflow and Deltakit on Infleqtion’s Oxford neutral-atom stack. It is an MOU, not a funded program. Next step: a workshop and a short list of demonstrators. Pasqal, after finishing PROQCIMA phase one, said SGPI and DGE asked for a civil FTQC brief on neutral atoms. Quantinuum used its Quantum World Congress recap to push QUOPS as a common scoreboard and to repeat Helix-on-Helios figures: a logical compute error rate of 2.8×10⁻⁴ without post-selection and 64 error-detected logical qubits at a 1:1.5 encoding rate. Vendor-reported. Keep the asterisk.

The Internet Starts Locking the Windows

Post-quantum work left the white paper. Cloudflare described IPsec downgrade protection for Magic WAN and Magic Transit, using an IETF draft that signs the full IKEv2 transcript so an on-path attacker cannot shove PQ peers back to classical Diffie-Hellman. Beta, behind a flag. The same shop will stand up a Merkle Tree certificate CA that issues MTCs at no cost and aims at Chrome’s quantum-resistant root store in early 2027.

Quantum Circle flagged post-quantum DNSSEC validation of ML-DSA-44 on 1.1.1.1. Signatures run 2,420 bytes. UDP is not amused. Project Eleven acquired Riva Labs for hash-based signatures and PQ MPC. Terms undisclosed.

StarkWare said an AI contest cut Bitcoin PQ costs 79 percent in a week, from about $320 in GPU compute to about $67. CTM and Huawei claimed a first QKD-target IP net in Macao and a TCO cut above 60 percent. Vendor claim. File it beside the transcript draft, not above it.

Radar Tracks, MRI Magnets, Soldier Fibers

C12 and Thales took the 2026 Quantum Effects hardware award for QuantumTrack radar work, a hybrid annealer attack on multiple-hypothesis tracking. They ran Callisto with up to 20 noisy qubits, quote about 50 milliseconds end to end, and call it TRL 5. Next is TRL 6 on C12 silicon. The trophy gets a lap at the Stuttgart award stage on October 6. DEVCOM ARL and Maryland chained 21 laser-sculpted microresonators into a one-way fiber path.

The Army fiber write-up talks SWaP and a possible GPS-free navigation path. SwRI and Adelaide signed a three-year quantum-RF MOU after superconducting RF bench tests. Quinn’s line: the aperture does not grow as frequency drops. IBEC installed the first POLARIS quantum-MRI rig in the €8.3 million Q-AID network with a twin in Antwerp.

Software That Refuses a Passport

Europe funded the unglamorous layer. Fraunhofer FOKUS is coordinating Q-VERSE on Eclipse Qrisp, a Horizon stack that wants one runtime-agnostic path across hardware families. Simula’s project page lists 13 partners through 2028, plus OpenQASM, QIR, and job APIs. An arXiv team posted a platform-aware compiler that quotes end-to-end estimates near 10⁴ physical qubits.

DecaQ launched Cloud Beta 2 with 400 logical digital qubits. Fine print: a Digital Quantum Oracle on classical hardware, not a physical QPU. Moth opened Atlas to hackers. memQ published an extensible network architecture. Hardware is no longer the only bottleneck. The stack still is.

Photons With Passports and Memories

ICFO stored single photons in a praseodymium crystal at 3 kelvin and held quantum correlations 180 µs, more than 30 km of fiber equivalent. Quandela put numbers on spin-photon interfaces: 80 percent first-lens efficiency, mean indistinguishability of 95 percent, and spin coherence of 1.94 microseconds. Lab metrics, not a SKU.

A nanosatellite paper reported in-orbit photonic processing of two photons in a six-mode chip. Florida State’s $2.1 million NIST testbed will stress links in air, magnets, and cryogenic cycling. Quandela also told Korean press it wants an Asian manufacturing hub for photonic modules. Empa and Terra Quantum, in a Swiss federal note, said a laser-weld surrogate drops some multiphysics runs from hours to tens of milliseconds.

Campus Cartels and Congress Hangover

The Midwest Quantum Collaboratory grew from three founders to eight. The Purdue meeting note adds Indiana, WashU, Ohio State, UIC, and Northwestern beside Michigan and Michigan State, with more than 300 people at Entanglement 2026. UCSB faculty now sit inside three NSF QLCI homes.

Rice and collaborators mapped nearly 9,000 2D catalogs and more than 1,600 twist candidates. EE Times used QED-C figures to argue that U.S.-Europe cooperation is a supply-chain problem: 173 pure-play EU firms versus 164 in the U.S., and China’s $15.3 billion public pile plus 54 percent of global quantum patents.

KIST walked four Korean startups through Quantum World Congress 2026. SeQure Quantum took third in the startup pitch. UCF reported altermagnetism signatures. Jena showed a light-tuned metasurface. Seoul National mapped atom-light coupling onto subway-style quantum graphs. Quantum Journal posted order-parameter discovery. Two theory notes covered quantum speed limits and multimode squeezed light.

Bottom Line

Today’s Quantum Computing Wrap-Up is the sound of the stack leaving the keynote: proposed cyber M&A in Canada, a German 50-logical-qubit demonstrator budget, an Albuquerque floor that can hold a fridge, and production flags on post-quantum IPsec and certificates, while error correction, radar tracking, and photonic memories still need partners to become products.
