NSA and DEVCOM Army Research Office Launch QuantumEAGLe Initiative to Advance Quantum Computing Ecosystem

Key Takeaways

QuantumEAGLe Initiative: The National Security Agency and DEVCOM Army Research Office have launched a collaborative program to accelerate development of the U.S. quantum computing ecosystem.

Five Research Priorities: The initiative targets industry engagement, commercial roadmaps, supply chain advancement, algorithmic applications, and foundational research to enable fault-tolerant quantum computers.

Ecosystem and Security Alignment: QuantumEAGLe supports the President’s Quantum Executive Order by strengthening domestic supply chains and aligning research with commercial requirements for national and economic security.

The National Security Agency, through its Laboratory for Physical Sciences, and the U.S. Army Combat Capabilities Development Command Army Research Office have launched the QuantumEAGLe (Quantum Ecosystem Advancement, Growth & Leadership) initiative. The program is designed to advance the U.S. quantum computing ecosystem by improving the supply chain for specialized components, developing algorithms and error correction techniques, and supporting foundational research to overcome shared technical barriers and accelerate progress toward fault-tolerant quantum computers.

Technical Focus Areas and Research Priorities

QuantumEAGLe identifies five interconnected technical focus areas to guide collaborative research and development efforts:

Industry Engagement: Foster strong collaboration with the quantum industry to align research efforts with commercial needs and opportunities.

Commercial Roadmaps: Enable the development of commercial roadmaps by working directly with industry partners to identify and address key challenges.

Supply Chain Advancement: Enhance the performance, manufacturing, and commercial availability of specialized components essential for building quantum computers, ensuring a robust U.S. supply chain.

Algorithmic Applications: Discover novel algorithms that provide a quantum advantage and develop error correction techniques to make fault-tolerant computation a reality.

Foundational Research: Support research to solve fundamental challenges in qubit performance, simulation tools, and system characterization, laying the groundwork for future advancements.

Industry Collaboration and Supply Chain Development

The initiative represents a joint effort between the NSA Laboratory for Physical Sciences and DEVCOM Army Research Office to build a resilient U.S. industrial base for quantum technologies. By engaging directly with industry through flexible contracting mechanisms, including a Special Notice posted on SAM.gov by the Army Contracting Command, the program seeks to align federal research priorities with commercial roadmaps and strengthen domestic manufacturing capabilities.

Liji Samuel, chief of the Laboratory for Physical Sciences at the National Security Agency, stated that QuantumEAGLe represents a significant expansion of NSA’s quantum computing efforts and is designed to cultivate a resilient U.S. industrial base capable of delivering on the promise of quantum computing for national and economic security.

Dr. Michael Metcalfe, chief of Quantum Information Science at NSA, noted that working closely with the quantum industry will enhance the supply chain, develop cutting-edge algorithms, and overcome fundamental research challenges to maintain U.S. leadership in quantum technology.

Dr. Purush Iyer, Acting Director of the DEVCOM Army Research Office, emphasized that together the organizations are building the foundation for future advancements that will benefit both national and economic security and the broader scientific community.

The QuantumEAGLe program builds on the Laboratory for Physical Sciences’ decades of foundational research in quantum information science and supports broader U.S. government objectives outlined in the President’s Quantum Executive Order.
