Foundry Checks That Clear

Anderon, the IBM company running a 300 mm quantum wafer line at Albany NanoTech, finalized a Commerce CHIPS award of $1 billion on Sept. 16. The May letter of intent is now a signed package to scale superconducting wafers, I/O, and readout parts, with IBM stacking another $1 billion of its own cash behind the shop. The Anderon foundry note puts the same figures on company letterhead. Downstate, Dutchess County passed a preliminary PILOT for IBM’s planned $2.5 billion Poughkeepsie campus, aimed at 2031 and 200 to 300 extra jobs. The Mid-Hudson IDA report says ground could break in November. Photonic Inc. pitched Project VANGUARD plans for a Canadian multi-tenant semiconductor plant tagged at up to $500 million CAD and parked it in the federal investment-summit prospectus.

Machines That Cross Borders

IQM will deliver its first South American quantum computer to Brazil’s Eldorado Research Institute, a regional first The Qubit Report carried on the hardware desk. EPB switched on an IonQ Forte Enterprise in Chattanooga and claimed the first U.S. site with commercial quantum computing and quantum networking under one roof. The EPB launch release lists UTC, Vanderbilt, NIST, Oak Ridge, and NVIDIA in the room. Doors open in early October. Quobly showed readout plus single- and two-qubit gates on one QSOI chip built on 300 mm FD-SOI at STMicroelectronics in Crolles, keeping Alloy Pioneer on a late-2026 cloud target in the Quobly silicon result. Quantum Computing Inc. signed a three-year framework with Qatar’s Hamad Bin Khalifa University, with cloud Dirac-3 access and a planned local install, per the QCi HBKU agreement.

Error Correction Leaves the Whiteboard

Riverlane and Qblox closed a full real-time QEC loop from syndrome extraction to conditional correction over QECi. Round-trip latency ran 6.886 µs on Surface-17 and 11.886 µs on Surface-161, every point inside a 20 µs near-term target, on emulated data across 50,000 cycles. The Riverlane QEC loop write-up does not hide the emulation caveat. Riverlane then planted a U.S. headquarters in Maryland’s Discovery District beside the University of Maryland, per the Maryland headquarters release. Infleqtion and NVIDIA encoded 18 logical qubits on 98 physical data qubits with qLDPC plus CUDA-Q Logical, a 5.4-to-1 data ratio that still needs ancillas and decoders to cooperate, as the Infleqtion ratio story warns. Iceberg Quantum and Diraq used the same layer to argue Pinnacle can hit 1,000 logical qubits near 150,000 physical on spin hardware in the Iceberg Diraq note. The Compiler Hallway

Qedma wired QESEM error mitigation into NVIDIA CUDA-Q so Quantinuum users can call it without rewriting the job, per the Qedma CUDA-Q hook. Quantum Motion used CUDA-Q Logical to automate fault-tolerant compilation for silicon-spin layouts, including a looped pipeline and 3D surface-code stacking via shuttling, in the Quantum Motion write-up. Diraq sat a Dell HPC cluster next to a processor in Sydney so calibration and hybrid jobs stop riding a WAN, the Diraq Dell bridge. Phasecraft skipped the QPU and still built what it calls the largest VQE dataset on record: more than 3,000 emulations across 13 molecules, four to 32 qubits, on Hopper boxes at Nottingham with cuQuantum. The Phasecraft VQE dataset is the reminder that GPUs are still writing the homework.

Crypto Boxes and Migration Clocks

Thales shipped Luna 8, a network HSM that speaks today’s algorithms and the post-quantum set without ripping out apps already talking to Luna. FIPS 140-3 Level 3 and EU Common Criteria reviews are in flight, per the Luna 8 launch. Microsoft ran a non-production PQC TLS pilot through its Trusted Root Program with DigiCert among seven CAs, covered in the Microsoft PQC pilot. Cisco and KETS showed chip-scale QKD talking to IOS XR MACsec so keys refresh without a truck roll, in the Cisco KETS partnership. EigenQ locked about $45 million in committed convertible-note financing, $22.5 million funded up front, ahead of a hoped-for fourth-quarter combination, per the EigenQ financing note. IonQ mapped the four clocks of PQC migration that refuse to agree: regulator, adversary, vendor, and the shop’s own execution clock. Workloads With Receipts

IonQ and Synopsys folded a quantum pre-processing step into Ansys LS-DYNA and reported up to 14.6 percent acceleration on engineering meshes as large as 35 million points, with physical checks on a 36-qubit Forte and a first-place IEEE Quantum Week paper. That is the IonQ CAE result. With ORNL, NVIDIA, and UT Knoxville, IonQ trained a model to emit DQAOA circuits. On a 100-variable benchmark, quality roughly doubled while search time sat near 28 seconds instead of 11 minutes. See the ORNL AI method. Pasqal, USA Rare Earth, and Riven Systems will hunt better rare-earth extractants with quantum machine learning against Riven’s self-driving lab, targeting Round Top, third-party carbonate, and magnet swarf in the Pasqal minerals pact. Q-CTRL put Monte Carlo integration for finance on real hardware through Fire Opal and pushed quantum signal processing to 17 qubits after an industry habit of stopping near five, in the Q-CTRL finance note.

Europe and Japan Pour Concrete

Fraunhofer IPMS added a flexible PVD tool to its 300 mm platform and showed superconducting NbN and ZrN films with production-like uniformity for CMOS-compatible stacks. That is the Fraunhofer 300 mm platform. CSIC opened Spain’s most advanced quantum-chip nanofabrication bay at IMB-CNM in Barcelona, more than €6 million from PERTE Chip, including an EBPG 5150Plus e-beam. The CSIC Barcelona facility. Qilimanjaro made Phase 1 of the EuroHPC Quantum Grand Challenge as the only Spanish name among 13 firms, with a later path to €30 million in EIB venture debt sketched in the Qilimanjaro Grand Challenge briefing. Alice & Bob partnered with CEA to drop its stack into Bull Qaptiva hybrid workflows, per the Alice and Bob pact. NTT and University of Tokyo spinout OptQC said they will commercialize an optical machine by fiscal 2030, with a 10,000-qubit validation targeted for fiscal 2028, in the Asahi optical report. Mitsubishi Electric’s fund bought a piece of the same OptQC shop, according to the Mitsubishi OptQC investment.

Scoreboards, Surveys, Cold Water

Sandia, Quantinuum, and NVIDIA proposed QUOPS: Q for the size of a circuit that still clears a utility-motivated threshold, and Ω for effective operations per second at that point. They want both published next to qubit counts. The Quantinuum QUOPS brief is a procurement-language play. QuEra’s survey of 291 respondents found 45 percent ranking a clear fault-tolerance roadmap among top criteria, 78 percent calling QEC critical or very important, and only 4 percent naming raw qubit count. Neutral atoms led architecture picks at 23 percent in the QuEra market survey. NEC told CIO practical machines sit more than a decade out and that it had already walked away from building one, in the NEC timeline comment.
