Quantum Computing Wrap-Up for September 17, 2026. The Qubit Report Staff analyzed, sorted, synthesized and with a bit of production delivers this wrap-up. Today we report Commerce signed a $1 billion CHIPS award to Anderon, DOE opened a $215 million race toward 100 logical qubits, IQM sold South America its first machine, and a control stack closed a real-time QEC loop inside 12 microseconds. Foundry Checks Finally Clear

The May letter of intent became ink. Anderon LLC, an IBM company at Albany NanoTech, finalized a $1 billion CHIPS and Science Act award with the U.S. Department of Commerce, and IBM stacked another $1 billion of its own cash behind the same 300-millimeter line. The IBM newsroom note says first wafers are already moving for superconducting arrays, quantum I/O, and readout chains. Anderon’s own recap adds later modalities. Down the Hudson, the Dutchess County IDA cleared a preliminary PILOT path for IBM’s separate $2.5 billion Poughkeepsie project, per the Mid-Hudson News report.

Europe did not wait. Quobly reported readout plus one- and two-qubit gates on a single QSOI chip from STMicroelectronics’ commercial 300-millimeter FD-SOI line in Crolles. That is not a million-qubit machine. It is the three operations the spin-qubit roadmap has owed since 1998, and Quobly’s press release is honest that copy-exact wafers are now the job. 

Fraunhofer IPMS added a flexible PVD tool for NbN and ZrN films on 300-millimeter wafers, detailed in the IPMS platform brief. CSIC opened Spain’s most advanced quantum-chip cleanroom at IMB-CNM in Barcelona, more than €6 million of e-beam kit for 36 groups, in the CSIC inauguration note.

Hardware Crosses Oceans

IQM sold its first South American system. Brazil’s Eldorado Research Institute will take an IQM Spark in Campinas in Q1 2027, plus remote access to IQM’s 54-qubit European cloud box. It is the first quantum computer bought by a private Brazilian research institute. Do not mix Spark with the 54-qubit cloud node. They are different boxes. Pasqal rang the Nasdaq closing bell the same afternoon it partnered with USA Rare Earth and Riven Systems to hunt better rare-earth extractants for Round Top ore and magnet swarf. The Pasqal partnership note is the chemistry. The Nasdaq bell release is the ticker tape. 

Riverlane planted a U.S. headquarters in College Park, Maryland, next to UMD and Quantum World Congress, after more than $120 million raised. The Maryland HQ release is the address card.

The Loop Closes, Then the Clock Starts

Riverlane and Qblox closed a full real-time QEC loop from syndrome word to correction over LINQ and QECi. Round-trip latency ran 6.886 microseconds on Surface-17 and 11.886 microseconds on Surface-161, all four distances inside a 20-microsecond near-term target. Read that sentence twice, then read the caveat: every stage ran on physical control hardware using emulated measurement data, not live qubit output. Infleqtion used early-access NVIDIA CUDA-Q Logical plus its qLDPC library to build a code block with 98 physical data qubits and 18 logical qubits, about 5.4 to 1 and an 18.4 percent encoding rate. That is a construction, not a full-stack logical machine. The Next Platform write-up is the 5x-versus-surface-code claim. 

QuEra’s survey of 291 respondents put a clear fault-tolerance path in the top criteria for 45 percent, called QEC critical or very important for 78 percent, and left only 4 percent pointing at raw qubit count. Neutral atoms led architecture picks at 23 percent. Read the QuEra survey release before you reprint last year’s deck.

Compilers Walk Onto the Catalog

IBM’s Qiskit Functions Catalog turned into the hallway every optimizer vendor now has to walk. ParityQC launched the Parity Twine Optimizer as a catalog function that cuts two-qubit overhead so denser graphs fit real topologies. The ParityQC product note gives a 30-day trial. Aqarios put FlexQAOA next to it as the Constrained Quantum Optimizer. On a 144-bit problem with 48 one-hot constraints, five Heron runs hit the exact optimum three times and landed within about 1 percent twice, per the Aqarios launch post. Q-CTRL widened Fire Opal for every user with native constraints, estimator twirling, and a flag that stops the compiler from approximating. The Fire Opal update claims approximation ratios up as much as 500 percent on hard constrained cases. 

Fujitsu open-sourced OpenQARP after a beta with more than 80 organizations, per the Fujitsu open-source note. Alice & Bob plugged its stack into CEA’s Bull Qaptiva path, per the Alice & Bob CEA note.

Four Clocks Refuse to Sync

IonQ mapped the regulator clock, the adversary clock, the vendor clock, and the organization’s own execution clock, then admitted none of them agree. EO 14412 still wants post-quantum key establishment by December 31, 2030 and signatures by December 31, 2031. SHA-1 took more than a decade to retire. The IonQ clocks essay is the briefing note. Cisco and KETS sat chip-based QKD on IOS XR routers with MACsec in the KETS partnership note. Microsoft used DigiCert’s World Quantum Readiness Day to talk a Trusted Root post-quantum TLS pilot outside production, one of seven CAs in the test, per the SiliconANGLE interview.

Lattice launched Mach-N2 FPGAs with CNSA 2.0-compliant ML-KEM, ML-DSA, LMS, and XMSS plus a hardware root of trust, covered in the Fierce Sensors brief. Qtonic’s QShield overlay finished a 72-hour software-only run on Linux hosts in Oregon: 4,107 checks, zero failures, ML-KEM-1024 and ML-DSA-87. That is a published lab tape, not a government authorization. The QShield endurance note posts the hash. In Dubai, Help AG launched Quantum 360 at GISEC while the UAE Cybersecurity Council and TII pushed a national Crypto Discovery Tool. Read the UAE preparedness recap.

Workloads That Touch Metal

IonQ, ORNL, NVIDIA, and the University of Tennessee, Knoxville trained a generative model to write DQAOA circuits instead of tuning them. On a 100-variable benchmark the old loop went from about 34 seconds at 4 qubits to more than 11 minutes at 12. The generative pass held near 28 seconds at every size tested. Every circuit was simulated on an H200 in ORNL’s Defiant2 system, not executed on a QPU. The paper won an IEEE Quantum Week award. Read the IonQ AI method note before you claim hardware advantage. 

A second IonQ paper put a quantum organizing step inside Synopsys Ansys LS-DYNA and cut total simulation time by as much as 14.6 percent across meshes with up to 35 million points. Numerical work ran to 150 qubits. Physical checks used Forte’s 36. The CAE acceleration note has the meshes. OQC and Trust Base ran VaR, CVA, and derivative-pricing workflows and found classical physics-informed nets still win on the full surface. Sensors Hear the Jump

Stanford physicists reported the first real-time quantum jump in sound, a phonon in a chip-scale resonator flipping from energy 1 to 0 while a superconducting qubit watched. Science published it today. The Stanford sound feature is the one that makes error tracking feel like listening. 

University of Stuttgart logged three circular-Rydberg records: an 11-millisecond lifetime, a 1.1-micrometer diameter, and 133 milliseconds of tweezer storage, in the Stuttgart records note. Mainz researchers say diamond magnetometers can watch heart activity without electrodes, in the News Medical write-up. City College of New York converted microwaves to light with 2-D magnets, a missing adapter for quantum networks, in a CCNY conversion note.

Capitals Want 100 Logical Qubits

DOE launched the Quantum Genesis Q Competition: up to $215 million, applications due October 19, a September 25 webinar, and a two-phase ladder that pays early milestones then splits a $100 million pool for a scientifically relevant machine with at least 100 logical qubits. Bonus pools of $50 million each sit at 150 and 200 logical qubits. FY2026 cash is $2.5 million. Outyears need Congress. Bottom Line

Today’s Quantum Computing Wrap-Up is the day the foundry check cleared, the error-correction stopwatch started, and Washington put a dollar figure on 100 logical qubits, which is why missing a single link now means briefing last week’s stack.
