Quantum Computing Wrap-Up for September 15, 2026. The Qubit Report Staff analyzed, sorted, synthesized and with a bit of production delivers to you this quantum computing news wrap-up. Today (almost yesterday), Tennessee opened a $43 million grant window, Innovate UK slammed the door on a £14.3 million sensing call, and NVIDIA turned into the hallway every QPU vendor now has to walk down. IonQ collected four Best Paper trophies while IEEE Quantum Week was still pouring coffee (all are nerds). Oracle shipped post-quantum Java. And much more. Public Checkbooks Open
Tennessee started taking applications for a $43 million Quantum Utilization Buildout Infrastructure and Technology Grant Program through Oct. 23, with Oak Ridge, utilities, campuses, and private shops all eligible and a 20 percent cash match baked in. The Center Square report puts Gov. Bill Lee’s pitch in plain language: connect ORNL, EPB’s quantum network, and the universities before some other state does. Across the Atlantic, Innovate UK’s £14.3 million call for quantum-enabled sensing and PNT closes at 11:00 a.m. UK time on Sept. 16. Grants run £1 million to £3 million for 12 to 24 month field trials aimed at NHS sensing, aircraft navigation, and sensors on critical infrastructure. SUNY Chancellor King added a smaller but pointed check, announcing TAF funding of $400,000 across five campuses, including work described as scalable room-temperature quantum sensing. Albany’s licensing desk is shopping a single-ion platform of erbium ions in silicon nanopillars aimed at foundry-friendly, room-temp sensing and comms. Seed money is how a lab becomes a line item.
NVIDIA Owns the Backplane
The hybrid stack stopped being a slide and started being a shipping label. Quandela published a NVQLink vision paper that treats a photonic QPU as a specialized accelerator sitting next to GPUs, with CUDA-Q and cuQuantum as the on-ramp and a three-step path of access, integration, then scale. The same day Anyon Computing unveiled a control system that puts microwave controllers and processors on the same RDMA fabric as CPUs and GPUs, claims microsecond quantum-classical loops, and says AI agents wrote most of the FPGA design. QC Design wired Plaquette into CUDA-Q Logical so lattice-surgery protocols can be scored against hardware-realistic noise, including a demo where 0.2 percent leakage cut a circuit-noise threshold by about 60 percent. Fujitsu then open-sourced OpenQARP with more than 100 components and CUDA-Q compatibility after a beta that reached 80-plus organizations. BlueQubit is paying people to use the stack, dangling a $150K Flywheel of AWS, IBM Quantum time, and AI tokens. If your QPU cannot talk to a GPU this week, it is already late to the meeting.
Photons With Manners
TU Wien theorists want photons that arrive dressed for the party. Their waveguide proposal uses engineered dispersion to time-reverse a sawtooth emission pulse so a receiving qubit can, in the ideal case, absorb it with a theoretical 100 percent probability instead of the usual ceiling near 54 percent. It is still a simulation, but the Vienna group wrote it like a user manual. In Sendai, Tohoku University and Kyocera showed a monolithic isolator built by laser-annealing iron garnet onto a silicon waveguide. The 700 by 700 micrometer circuit posted 13.6 dB isolation, about a 95 percent cut in back-reflected light. Mitsubishi Electric’s ME Innovation Fund then invested in OptQC, the University of Tokyo Furusawa-lab spinout building optical quantum hardware, the fund’s sixteenth check. OptQC will take that story to College Park as a QWC pitch finalist in the Japan Pavilion on Sept. 23. Photons are no longer the shy modality in the corner.
Crypto That Compiles
Oracle released Java 27 with hybrid TLS 1.3 key exchange under JEP 527 and ML-KEM plus ML-DSA support through Jipher 20. That is post-quantum crypto landing inside the runtime that still runs half the planet’s back offices. Quantum Secure Encryption Corp. signed a Thailand distribution deal with Nextwave and its 50-plus cybersecurity partners so discovery and migration roadmaps can walk into regulated Thai accounts without a plane ticket. Hyderabad’s QClairvoyance, which says quantum cybersecurity is about 90 percent of revenue and almost all of it BFSI, plans a Finland base as its first overseas office. SEALSQ’s Carlos Moreira joined the World Law Foundation board and proposed an AI chapter that would lean on post-quantum hardware to make AI governance checkable rather than ceremonial. Algorithms on a slide do not patch a bank. Compilers and channel partners do.
The Rolodex Moved
Quantum Motion promoted Anna Stockklauser to chief product officer after she shepherded the first commercial silicon spin-qubit system into the UK’s NQCC and kept the DARPA QBI work on the rails. The company is converting a $160 million Series C into field deployments, which is the moment a VP of Product either becomes CPO or becomes a case study. Silicon Quantum Computing named semiconductor veteran John Hollister CFO, a former GlobalFoundries and Silicon Labs finance chief, as it pushes atomic-precision manufacturing and DARPA Stage B. Quantum X Labs appointed former Mossad director Yossi Cohen to lead its scientific advisory board, citing quantum gyro chips, error-correction decoders, and cybersecurity that will be judged outside the lab. Zapata Quantum’s Sumit Kapur landed on the Boston Business Journal Power 50 list after a two-year rebuild around hardware-agnostic software and a Nature Biotechnology top-10 paper with Dana-Farber. Titles are how the next purchase order gets signed.
Uniforms and Toolbelts
Indra Group is converting the closed ADEQUADE program into a sales story. The defence write-up covers 31 partners in eight countries under a Thales-coordinated European Defence Fund grant, with Indra claiming the lead on operational scenarios for GNSS-free navigation, spectrum detection, and next-gen optronics. VTT, meanwhile, published a map of Europe’s enabling stack and noted it sits in all six quantum pilot lines: SUPREME, P4Q, CHAMP-ION, Q-PLANET, DIREQT, and SPINS, plus the Qu-Pilot experimental network it coordinates. Someone still has to tighten the bolts. Central New Mexico Community College joined Sandia’s CAMINO collaborative and will move its Quantum Technician Bootcamp there. Graduates already land at Qunnect, Quantinuum, Sandia, and the Space Force. QuTech’s open-source handheld Qbead puts a Bloch sphere in a student’s palm so the next technician class can rotate a state before they ever see a dilution fridge. Strategy decks do not rack machines. People with toolbelts do.
Peer Review Hits the Road
IonQ took four Best Paper awards from 857 IEEE Quantum Week submissions, covering AI and life sciences work with NVIDIA and Oak Ridge on DQAOA-GPT, QuantumBasel on model fine-tuning, Synopsys on linear algebra, and Kipu Quantum on protein folding pushed to 61-qubit instances on Tempo. D-Wave, platinum at Quantum World Congress Sept. 23 to 25, will show both platforms and let Robert Schoelkopf argue that annealing utility today and dual-rail gate-model erasure detection are one company, not a personality split. UCLA’s NarangLab, Caltech, and NVIDIA trained a Fourier Neural Operator to steer a molecule, specifically hydronium, hitting a 0.98 target-state population and an 86.2 percent success rate on CUDA-Q Dynamics. ATLAS physicists at Oxford also reported Z-boson entanglement in Higgs decays at 13 TeV. The universe keeps passing peer review. Vendors should too.
