Quantum Computing Wrap-Up for September 30, 2026. The Qubit Report Staff analyzed, sorted, and synthesized this quantum computing news wrap-up. IQM reserved about 2.8 million shares for staff plans. Diraq booked benches at Albuquerque’s Roadrunner Quantum Lab. Classiq released a surface-code fault-tolerance engine in its SDK. BTQ inked a three-year Kaia deal aimed at LINE NEXT’s Unifi wallet. C12 and Thales took a hardware award for radar tracking still running on an emulator. Miss a link and you brief last week’s stack.
Share Plans and Bankers Who Finally Hired
IQM’s board did the grown-up thing after a listing. It authorized a Performance Share Plan covering 2026 to 2032, plus a restricted-share pool through 2030. Maximum awards sit near 1,996,000 PSP shares and 826,000 RSUs, valued at about EUR 18.2 million and EUR 7.5 million on the Sept. 29 close of EUR 9.11. That is retention math, not a new fridge.
Canada’s largest bank put a name on the same instinct. RBC named Dr. Elizabeth Iwasawa Director of Quantum, stood up the RBC Quantum Talent Initiative with Waterloo’s IQC, added Toronto PhD fellowships, and scheduled Xanadu training on open-source tools, per the RBC quantum strategy.The bank already sat in Photonic Inc.’s C$180 million round in December 2025. Morgan Stanley’s desk, in a cooler quantum computing revisited note, said useful advantage still has to beat classical alternatives before the infrastructure bill looks cheap. Elevate Quantum, meanwhile, made Melissa McMillan Director of Operations so a 100-plus member consortium actually ships.
Labs That Plant Flags
Diraq is the latest tenant to treat New Mexico as a factory floor. The silicon spin shop will stand up a measurement team at Albuquerque’s Roadrunner Quantum Lab by year end, with Maybell kit on the loading dock, according to the Diraq New Mexico lab note. Company targets remain 150,000 physical qubits on one chip by 2029 and more than 2 million by 2031. Those are targets.
George Mason is building a state-sized on-ramp. A pending $3.7 million GO Virginia award would fund a Virginia Quantum Hub around a $7.7 million TreQ open-architecture stack due in early 2027, the first of that design in the National Capital Region, per Mason’s quantum hub. QSEC already counts 24 faculty and a new interdisciplinary master’s. UCSB faculty will sit inside three NSF Quantum Leap Challenge Institutes after a QLCI program renewal of about $290 million across eight centers. Overseas, POSTECH, SNU, QNS, Max Planck, and PSI launched KOMQUEST spintronics center with each partner putting in EUR 500,000 a year for five years.
Error Correction Gets a Desk Job
Classiq stopped asking whether a circuit is pretty and started asking whether it fits a fridge. Its new Fault Tolerance Engine maps Clifford+T circuits onto a 3D surface-code lattice, schedules lattice surgery and magic-state cultivation, then estimates total logical error under a chosen noise model. A tensor-hypercontraction example with about 219 logical qubits routed in roughly an hour.
Infleqtion and Riverlane signed an error-correction MOU to study Deltaflow and Deltakit on Infleqtion’s UK neutral-atom stack and qLDPC tools. An MOU is a workshop calendar, not a purchase order. Q-CTRL’s Boulder Opal page now advertises QuantWare autocalibration that claims under three hours of bring-up per feedline, 99.95 percent median one-qubit fidelity, and 96 percent median two-qubit fidelity on supported controllers. Xanadu and Bluefors, still working the plumbing, sketched a compact module for SNSPDs near 2 kelvin in a cryogenic infrastructure pact they call multi-million USD and meant to retire the giant cryoplant assumption.
Wallets, Pluggables, and Harvest-Now Panic
BTQ signed a three-year commercial agreement with Kaia DLT Foundation to deploy its Quantum Secure Stablecoin Network across Kaia, with LINE NEXT’s Unifi Wallet among the first consumer hooks. The company will take a cut of QSSN-secured fees and guided to six-figure first-year revenue. That is the BTQ Kaia agreement. Quantum XChange told a federal-agency story of Cisco PQC case study work with Phio TX-EM on existing Cisco gear, claiming full-site installs under 60 minutes and zero downtime when algorithms swap. NetSfere launched quantum-resilient Federations using ML-KEM 1024 across organizational boundaries.
The physical layer is getting pushy too. CUbIQ showed a QSFP-28 CV-QKD pluggable demo sitting next to Coherent 200G FR4 optics on an NVIDIA DGX Spark and ConnectX-7 path, with live eavesdropper detection at ECOC 2026. LuxQuanta’s CEO, in a fight quantum with quantum interview, put CV-QKD on standard telecom parts and cited an EUR 8 million Series A plus roughly EUR 2.5 million from the QUARTER project. QuantumGenie worked the 2026 PQC Summit automation panel. Splendor Labs put a patent-pending quantum security card up for pre-order. Italtel’s quantum readiness brief said harvest-now, decrypt-later does not wait for a nice calendar invite.
Radar Tracks, Weld Pools, Fluids
C12 and Thales took the 2026 Quantum Effects Award in hardware for QuantumTrack, a hybrid annealer attack on multiple-hypothesis radar tracking. On C12’s Callisto emulator the team claims parity with classical solvers, about 100 times faster than rival annealers, and a roughly 50 millisecond end-to-end budget at up to 20 qubits. The QuantumTrack award note is honest about TRL 5 and the next step: the company’s own chip. Oxford Quantum Circuits and QinetiQ published a radar pulse deinterleaving hybrid that beat an Alan Turing Institute benchmark and a matched classical pipeline on completeness and V-measure, with ambiguous pairs sent to a Guided Quantum Compressor on the Toshiko simulator.
Oak Ridge’s LuGo quantum phase estimation cut a fluid-dynamics circuit from 2 million gates to 91,000, a 95 percent trim, in ORNL’s bottleneck story. That work also picked up a 2026 R&D 100 Award. Terra Quantum and Empa trained LP-FNO to predict 3D laser-weld melt pools up to 100,000 times faster than multiphysics codes, about 8 milliseconds at standard resolution, with roughly 2.5 percent average temperature error, per the Empa welding model. Quantlase’s second PIPU readiness paper ran photonic dynamics against seven listed equity datasets. Photons as a feature layer, not a stock tip.
Fibers, Compilers, and a Vietnam Handshake
Eurofiber and Delft Networks lit entanglement-ready Delft-Rotterdam dark fiber in a closed metro loop. Ronald Hanson called it a way to learn operational constraints before anyone pretends the quantum internet is a product SKU. memQ published a modular, topology-aware distributed software stack that partitions OpenQASM, inserts teleportation, and schedules under deterministic or stochastic entanglement models. Quantum Computing Report then flagged the same shop’s open-source DQC compiler.
Quandela signed Quanova as Vietnam integrator, with Nam A Bank money behind the local side and a training path that is supposed to precede any photonic box on the floor, per the Quandela Vietnam partnership. The same house blogged photonic reservoir learning on the 12-qubit Ascella QPU, where boson-sampling fingerprints helped shallow classifiers more than tuned deep nets. Florida will argue the commercialization case in person on Oct. 22 at Quantum Beach 2026 in West Palm Beach, with D-Wave, IonQ, NVIDIA, Quantinuum, Riverlane, NSF, FBI, and CISA on the billing.
Sensors, Oxides, and Tantalum Habits
IBEC installed the first POLARIS quantum-enhanced MRI unit in Barcelona under the EUR 8.3 million Q-AID program, with a twin in Antwerp, per IBEC’s POLARIS install. Four systems are planned through March 2029. Stony Brook’s Chuck Choi and Hawaiʻi’s Bo-Han Wu won a three-year NSF sensor-network grant of $600,000 to treat entangled sensors as a system, not a trophy magnetometer. SwRI and Adelaide University signed a three-year quantum RF sensing MOU after first-phase tests of superconducting sensors that, unlike antennas, do not grow as frequency drops.
Tohoku, NIMS, and Tokyo University showed charge sensing, high-frequency reflectometry, and a few-electron double dot in zinc oxide, a readout foothold for a material that is not silicon or GaAs, in ZnO quantum-dot work. Brookhaven’s C2QA desk, now led by Charles Black, keeps pushing tantalum junctions for quieter two-level-system noise. Preprints, People, and a Transmon Alum
The arXiv pile was not filler. Gunsik Min and Jun Heo coded Clifford checks so a magic-state cultivation paper could shrink a CS core 26.6 percent in active locations. A Tsinghua-led team reported computing-enhanced sensing with Grover search in a bosonic mode spanning more than 128 photons. Aperture-synthesis theorists put entangled array bounds on CHARA-like baselines. Other notes covered photon-subtraction metrology, a misfit topological superconductor, gauge-field digitization, and a review of quantum data encoding.
UMD alum Hanhee Paik, now director of IBM’s Quantum Algorithm Centers, walked back through the 3D transmon and said some scientific jobs already look cheaper on a quantum-centric supercomputer, in the Paik IBM profile. Perimeter introduced postdoc Nivedita on QFT rigor, who wants axioms that survive a blackboard and a coffee stain.
